The Tertiary Education Service Council (TESC) was established in terms of the Manpower Planning and Development Act [Chapter 28:02], section 59A (1) as amended by Act No. 12 of 2020. TESC is a statutory body operating under the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development (MHTEISTD) and is governed in accordance with the Public Entities Corporate Governance Act [Chapter 10:31].
